Sea of clouds in Otaru

We can see sea of clouds in Otaru in this season.
When I play with my daughter at Ironai park in Otaru, I noticed the level of clouds in Otaru is very low.
I drove to Kenashi toge where is a viewpoint of Otaru soon.

When I arrived there, some people were surprising to see sea of clouds.
